You are fly tipping if you leave items:

Besides street bins and recycling banks
On the floor of communal bin areas
Outside closed recycling centres and charity shops
On highways, roads, paths, farmland and in the countryside
On pavements and verges
On publicly owned land, such as parks

Fly tipping can be a single item or bag. Or it can be:

Lots of black bin bags
Furniture
Electrical goods
Rubble
Timber
Mattresses
Carpets
Hazardous materials like asbestos or chemicals
